The BUSD Board of Education is seeking qualified candidates for a Board representative on the BUSD Merit Commission.
The Merit Commission is comprised of three commissioners; one appointed by the Board of Education, one appointed by the Collective Bargaining Units, and the third is approved and appointed by both.
The Merit System
Per California Education Code 45244, Merit Commissioners must be (1) a registered voter and resident of Berkeley; and (2) a known adherent to the principle of the merit system. During the term of service, a member of the commission cannot be an employee of BUSD (also, cannot be a member of the governing board of the school district or county board of ed).
Very simply, the merit system is a method of personnel management which is designed to promote the efficiency and economy of the workforce and the good of the public by providing for the selection and retention of employees, promotional opportunities, in-service training, and other related matters, on the basis of merit, fitness and the principle of "like pay for like work." Applications will be forwarded to the Board of Education, and interviews will be scheduled in January 2008.
Commissioners have threefold responsibilities:
• The Personnel Commission ensures that classified employees receive fair and equitable treatment.
• Personnel Commissions represent the public's interest by providing a personnel system dedicated to the hiring and retaining of the best qualified employees.
• Personnel Commissions work in cooperation with the governing board and administrators in the quest for competent employees and good personnel administration.
